Facing with the swift integration process of the world economy, it is an internally necessary and very urgent task for us to build an international shipping center in the northern China area that has the function of free trade zone and can connect with the whole world.

Staying in the China Economic Rim Enclosing the Bohai Sea and at the central part of the North-East Asia, the Qing’dao city of blue sea and azure sky shares the luxury of the biggest foreign-oriented manufacturing base for its world-class natural harbor. Being adjacent to the main international shipping lines, it is the very crossroad for China to go to the world and for the world accessing China.

2004年8月16日，国务院正式批准青岛实施“区港联动”试点，青岛迈出建设自由贸易港（区）重要一步！在青岛西海岸最富活力的经济开发区，将迅速崛起一个集保税区功能和港口优势的现代化集装箱港口和保税物流园！
On 16th August of 2004, the Chinese State Council had formally approved the program that Qing’dao city would conduct an experimental project of the concerted interaction of free trade zone with marine harbor, therefore had stridden the most important step of constructing a free trade harbor (zone). Along the most economically dynamic west coast of Qingdao Bay, a modern harbor of container ship and the bonded logistic park shall quickly emerge that shall be capable of encompassing the functions of a free tariff zone and the advantage of a big harbor.

( The Act One )

青岛前湾招商局国际码头与保税物流园占地2.65平方公里，规划为1.65平方公里的集装箱港区和1平方公里的保税物流园。
The Wharf and Bonded Logistics Park of China Merchants Holding (International) at Qian’wan Bay of Qingdao City has occupied a land area of 2.65 km² wherein 1.65 km² is furnished for the harbor area of container ships and the remainder 1 km² is for the bonded logistic park.

集装箱港区
The harbor area of container ships -

集装箱港区岸线总长度为2470米，包括2个10万吨级泊位、3个5万吨级泊位和2个3万吨级泊位，面向未来船舶发展格局，实现泊位大中小结合，满足航运的多种需求。
The port area of container ships has its shoreline of 2,470 meters in total. Two berths of 100 thousand ton-class, three berths of 50 thousand ton-class and two berths of 30 thousand ton-class shall be built here, thus to realize a complete set of berths, i.e. the different sizes of big, intermediate and small to serve for the diversified requirements of the shipping industry.

2005年，将建成港口陆域的主要部分；2006年，将建成一个10万吨级的集装箱泊位和一个三万吨级多功能泊位；2010年，将陆续建成其它泊位。
In the year 2005, the main part of the land portion area shall be completed of its construction, and in the year 2006 shall witness the completion of a 100 thousand ton-class berth of container ships and a 30 thousand ton-class multi-functional berth. The other berths shall also be built and completed successively by the year 2010.

港区全部建成后年吞吐量将达280万TEU和120万吨件杂货。
When the port area is fully built up, the throughput of the harbor shall be 2.8 million TEU and 1.2 million tons of general cargo annually.

保税物流园：
The bonded logistic park -

保税物流园建筑总面积为506670平方米。
The total architectural floor area of the bonded logistic park is 506,607 m².

CFS及物流仓库的总建筑面积482400平方米，其中国际转运区内共设有CFS 2座，建筑面积33400平方米；国际配送及采购区内仓库共12座，建筑面积449000平方米；集装箱转运区占地10.54公顷，集装箱平面箱位达3788TEU。
The container freight station and the logistic warehouse have a total architectural floor area of 482,400 m², which includes two CFSs in the international transshipment zone taking an area of 33,400 m². There shall be 12 warehouses in the international distribution and procurement zone taking a total architectural floor area of 449,000 m². The container transshipment zone takes a land area of 10.54 hectares and the level box location for containers shall reach to 3,788 TEUs.

2005年5月达到封关验收条件，并经政府部门验收后，将为跨国物流企业、国际采购企业、航运企业等提供完善的保税物流服务。
In May of 2005 when the conditions have reached the requirement of the enclosed customs inspection and that is inspected and accepted by the governmental bodies, it shall be capable of providing the perfect services of free tariff and logistics for the multinational logistics enterprises, the international procurement enterprises and the shipping companies etc.

物流园区规划为三大功能区。
The logistic park is planned to comprise three big functional zones -

国际中转区：进出口的国际货物进入物流园区按不同目的港进行分拆，按同一目的港进行集拼，再运往其他口岸,货物的处理速度将大大提高。
The International Transshipment Zone – when the international commodities of import and export have entered the logistic park, they shall be taken apart for devanning of their cargo in accordance with the different destination ports, and to be re-stacked and loaded according to goods bound for the same destination before forwarding them the other ports. As a result, the speed of cargo handling shall be greatly increased.

国际转口区：鼓励开展转口贸易，提供为贸易服务的加工整理、包装、运输、仓储和分拨服务,为客户提供更完善的满意服务。
The International Carrying Trade Zone – In order to encourage businesses of the carrying trade, it shall provide services of processing and tiding, packaging, transportation, storage and distribution etc, thus to provide perfect and satisfactory service to the customers.

国际采购与配送区：进口保税货物进入物流园区，进行商业性简单加工后，在配送库场进行货物的分拨配送业务。
The International Procurement and Distribution Zone – After the bonded goods of import have entered the logistic park, they shall be undergone simple processing of the commercial character, and then to be sorted and distributed in the distribution warehouses for the final delivery.

国内出口监管货物，享受进区退税政策，可与进口保税货物混合面向国内、国际市场分拨配送。
The supervised commodities of export originated in the country can obtain the tax rebate and be mixed with the bonded goods of import for distributing and delivering to the home and international markets.

( The Act Two )

青岛前湾招商局国际码头和保税物流园将实现一体化的运营管理，建立“一线放开、二线管住、有效监管、快速流动”的港口物流机制，具体特点是：
The Wharf and Bonded Logistics Park of China Merchants Holdings (International) at Qian’wan Bay of Qingdao City shall implement an integrated operation and management as well as establish a mechanism of port logistics called “let go the first line and control the second line with effective supervision to realize swift circulation” with the characteristics listed in the followings -

区港一体：通过园区信息平台进行电子备案，货物通过海运直通卡口即可由港区快速进入园区，真正实现“一线放开”，方便船公司和货主。
The integration of free trade zone and the harbor - By adopting the electronic registry of cargo documents from the IT platform of the park, the commodities can quickly enter the park through the marine goods express check points of the customs house, thus to truly realize “let go the first line”, which is able to provide convenient service for companies of ship owner and the owners of cargo.

随着中国改革开放的不断深入，远期将完全体现港区一体的自由贸易港（区）概念。
Along with the continual fulfillment of China’s economic reform and opening up policy, it shall completely furnish the concept of free trade port (zone) of integration of harbor with free tariff zone in a long-term perspective.

功能提升：中转集装箱在保税物流园可进行拆、拼箱，并且无堆存时间的限制，还可开展延迟转运等集装箱业务，完善并提升港口功能。
Enhanced functions - The containers of transit commodities are allowed for devanning and merging of their goods in the premise of the bonded logistic park, and there shall be no time limit imposed on all containers that are being stacked in the park. The other container business can also be carried out such as delayed transshipment etc., thus to perfect and enhance the functions of harbor.

政策优势：国内货物进入物流园区视同出口，办结报关手续，实行退税；园区货物内销则视同进口，按实际状态征税。
Advantageous policy - When the goods made at home have entered the logistic park, they shall be deemed as the exporting goods and can conclude customs declaration formalities as well as obtaining the tax rebate. If the commodities staying in the park would be sold to the nation’s territory, they would be regarded as the importing goods and would be imposed with the import tax in accordance with the actual conditions.

信息化监管：园区建立统一的公共信息平台和电子账册，整合园区物流数据，全面管理园区物流动态，便利国际物流作业。
Informatized Supervision and Control – A unified public IT platform and the unified electronic account shall be established to integrate the logistic data in the park and totally manage the logistic movement in the park.

( The Act Three )

承载“区港联动”的青岛前湾招商局国际码头与保税物流园，由招商局国际码头（青岛）有限公司（招商局国际海运物流公司）负责建设经营。
The task of “Concerted Interaction Between Free Trade Zone and Harbor” shall be borne by the Wharf and Bonded Logistic Park of China Merchants Holdings (International) in Qian’wan Bay of Qing’dao city, and the project shall be built and operated by China Merchants Holdings International (Qing’dao) Wharf Co. Ltd. ( The China Merchants International Marine Logistics Co. Ltd. ).
